Does the 1994 Olds 88 royale have an OBD port? If so, where is it located?

Almost certain there is a port somewhere but I don't know where but as it is pre-obd2 it could be almost anywhere.

Generic obd2 code readers and scanners mostly won't read obd1 though sometimes will read a small amount. Unless you have a dedicated code reader or scanner there will be no point finding the port - unless the the port can be used to activate a blink code. In that case you will need accurate instructions how to proceed, instructions that will also probably tell you where the port is to be found.
Pre obd2 ports don;t even have to be the now-standard 16 pin type and could be any size or shape.

Obd2 scan tool don't comunicate with the pcm, what to do?

Carlos, see if there is a fuse blown to the OBD2 port, the obd port some time shares with other accessories/things like cigarette lighter.
Check all fuses, the OBD will not work if fuse is blown.

Where is the diagnostic port of my mazda premacy 2000 model located

Typically the OBD2 port is located below the steering wheel, towards the right or left knee. It should have a cover over it saying "diagnostic" or "obd2" another location is under the hood, typically near a fuse panel. This one should definitely have a cover on it saying "diagnostic" or "obd2"

Try another scan tool on this vehicle to confirm that it is a problem with the port. Then have a technician comfirm that the computer isn't at fault before replacing the port connector.
