Question about 2003 Toyota Avalon
The 2003 Toyota Avalon has a high beam bulb and a low beam bulb, so it is possible the low beam bulbs have burned out. Your low beams are bulb# 9006 Type A. Each bulb has it's own fuse and you can see the fuse locations here: http://www.toyota.com/t3Portal/document/om/OM41401U/pdf/8.pdf
