2003 chevy silverado key will not turn in the ignition

First if your key is worn to much is will not raise tumblers in cylinder try new key cut by code at the dealer, (they will need proof of ownership and an id to get key code) if that does not work then you most likely will need a new lock cylinder.

The key is stuck in the on position

sounds like the ignition tumbler. if it is in park and you can't turn key back its the tumbler will have to replace the ignition tumbler and you can get it re keyed to your old key so it should not be to bad

How do I change the ignition cylinder on a 97 Chevy c1500 if can't turn key to on/run.

You need to remove the steering wheel , turn signal control and in the steering column you will find a pin that holds the tumblers in place for the key switch. You can remove the pin and then remove the key tumbler and replace it. Go to You Tube and they have videos on just what you need to do to remove the steering wheel and etc. Hope this helps.
