next time it does this turn ignition to the crank position hold for 10 secounds release to the on position leave it like this for 10 min. try to restart if car starts you needed to reprogram key and ignition if it keeps doing replace both
Find a strip of white pasteboard (like the form used in the collar of a new shirt. Cut it in the shape of the chip key from the handle to the beginning of the key pin cuts (don't make it any longer than this; you don't want to grind pasteboard into the lock mechanism). Slide it into the lock several times to clean off any gunk that might have been deposited on the chip contacts. Clean both sides of the chip on the key with a paper towel or cotton swab dampened with rubbing alcohol, then dry it. If it still doesn't work, you may have bent the contacts in the lock, and it needs to be taken apart for repair.

Does the starter turn over when you are trying to start before you remove the battery cables or do you have only dash lights and nothing else (not even a click). I don't believe you need a key with a chip for 2000 model, they have an ignition switch system that is basically synced to the lock cylinder and key. The ignition switch can go bad and you'll see the theft light flash on the dash. If you decide to install a new switch yourself, there is a 30minute process to reprogram the theft system to your key. It can be done by yourself, but you have to be there the whole time and need to have a battery charger hooked up while performing this operation.
1995 Regal has a factory "anti theft" type device. The way it works is
the ignition key has a resistor built in, if you try to start the car
without the correct key (with the resistor), it shuts down ignition and
no gas will go to engine.

When the car was new it did have a chipped key. I don't know why they start sometimes without them, Faulty security? Anyway you will have to get a chipped key from the dealer or a hardware store. then do the relearn procedure. The procedure is , turn the ignition on for ten minutes, turn it off for five seconds, do this three times and after the third time the car should start. Make sure to keep the battery charged up because this will drain the battery. If it drains below 5 volts , you will have to start over.
get a spare key cut ,no chip needed ,then grease it and wrap in plastic and wire it underneath the car in a secret place so at least you can open it ,dont think it can be disconnected
the ignition keys are not coded. no "chip" in them you should be able to just have a spare key cut and it will work fine. These use an electronic device in key cylinder that senses the proper rotation of cylinder and tumblers. so if someone tries to pry on with a screwdriver it will disable starter. when this is replaced it has to be reprogrammed
