The fuel filter for a Toyota Corolla from 2002 and later is inside the fuel tank there is no external fuel filter. It's generally assumed that these filters don't need to be replaced unkless the fuel pump is replaced which is also inside the fuel tank.
I would first make sure that fuel waas your problem by checking for pressure and how much you are getting. I am not sure what the average labor rate in your area is as it differs everywhere but the labor hours per my guide to replace both pump & filter is 2.8 hours. Make sure they go on and replace the screen at the pump if you are changing the pump. I hope this helped and good luck.

The fuel filter on a 2002 Camry is an "In-Tank Filter". This means the filter is in the gas tank and is integrated with the fuel pump. In order to replace the filter, you must remove the tank and disassemble the fuel pump. Toyota's service schedule, which can be found at ToyotaOwnersOnline.com, does not list the fuel filter replacement through 120K miles (as high a the schedule goes). Common add-on repairs at the time is the waterpump for an additional half hour plus parts, and the cam shaft seals (which are notorious leakers on this engine!) which is an additional 2 hours labor (plus parts). That time is fairly generous though, and most shops (mine included) typically charge much less to add the cam seals..
