Well the alternator only gets involved after the engine starts.
And yes the security system could lock out the engine from starting.
You would need to find out if the chip in the key has failed. If you don't have a spare key, you may need the dealer or a locksmith to take a look.
The engine computer grounds a starter relay in the fuse box when the key switch is turned to start. So that relay, or the neutral safety switch could also be faulty. You should be able to jumper that relay and make the engine crank.

If you can check battery make sure it's reading 12v if so your starter is probably going bad that's why you have to double the voltage almost to make it turn over

Are you certain the security has not immobilized the car? If it isn't a security issue, there is probably a problem in the start circuit.
If you check for power on the small starter solenoid wire, with the key held in crank, and no power is on that wire-the start circuit from the ignition switch to the starter solenoid has a problem. If the wire does have power with key in cranking position, probably a bad connection from battery to starter, since you have a new starter.
To be certain the engine is not locked up, put a socket and wrench on the crankshaft pulley center bolt and turn the engine over by hand a revolution or so.

Make sure you are getting power to the starter before you say its the anti-theft

It could be improperly hooked up starter or a bad cable to the starter

CHECK BATTERY GROUND CABLE AND POSITIVE BATTERY CABLE MAKE SURE THEY ARE CLEAN AND TIGHT CHECK THE STARTER FUSE AND RELAY.IF BOTH GOOD YOUR STARTER OR STARTER SOLENOID OPEN OR YOUR THEFT SECURITY SYSTEM NEEDS CHECKING WITH A SCANNER TO LOOK FOR FAULT CODE.IT WILL CAUSE NO START PROBLEMS.A FAULTY BRAKE LIGHT SWITCH AND FAULTY TRANSMISSION RANGE SWITCH WILL CAUSE STARTER NOT TO WORK.TURN OFF RADIO FIRST IF YOU DISCONNECT NEGATIVE BATTERY CABLE TO KEEP FROM LOCKING OUT RADIO.IF ALTERNATOR BAD MOST TIME YOU WILL SEE A BATTERY OR CHARGE LIGHT ON DASH. BUT MOST OF THE TIME STARTER FUSE AND RELAY COULD BE THE PROBLEM.

My 99 Lumina won't start sometimes. Turn the key and nothing connects, doesn't turn over. I've had several new starters and new batteries put in. And then it always starts again, but the problem returns....

it sounds like your security system is draining all of the battery. you should try putting a seperate battery supply just for the security or get a power regulator that they use for sound systems. it should help controll the power when your car is off. also check and make sure your altenator is running properly. the altenator charges your battery when the car is running, it may be that too.

Either the voltage regulator is shot, or you have a short somewhere else that is draining the battery. How are your battery cables? Is the ground wire clean and securely attached? How is the altenator belt? Is it tight?
