SOURCE: how to tighten my 306 dt 98 fan belt
you need to take off the drivers front wheel and plastic cover infront of the engine.
then you need to crack off two allen key type bolts holding the braket and tensioner pully in place, that is positioned just right of the crankshaft pully. Once the whole unit is slack you have to loosen the adjuster that is visible underneath the tensioner braket to take the tension off the belt. Once the belt is loose enough take it off and reverse process avoiding overtightening new belt. [It needs a little give to avoid damging bearings in the pully]

SOURCE: no power at heater fan fuse is there a relay peugeot 406
406 is prone to damaged internal contacts in the ignition key barrel, one of the cables there supplies power to the heater blowers. What happens is there is a large supporting clip that takes the weight of the bundle of cables from the ignition barrel, this becomes loose or fails and allows the weight of the bundle to hang on the back of the barrel, the end result is loss of supply to various systems as well as damage to the key barrel itself. Drop the under steering kick pannel and try a wiggle of the bundle while you have everything switched on and the engine running, if you get intermittant blowers running you have found the fault!
