You changed the thermo switch and relays and it didnt fix it
did you test the fan motor itself

the fuse box cover should have a fuse layout diagram
engine cooling fan

look for a 30 amp fuse

they usually near the fan relays

is the air con cooling fan working with air con on
and engine running

    test th elot with a volt meter even an LED test light will do ...
    is the fan motor spinning fast enoeugh sometimes they spin too slow as they get hotter

Left hand driver side fan will not switch on and radiator boils over slightly. Air Con works great. Which relay in the fuse box should I check?

The fan circuit consists of a 30 amp fusible link and a relay in the engine compartment fuse/relay block and the thermo-switch on the little coolant manifold near the driver side end of the engine. The relay is the one on the far right side with the fusible link just below it. I would question the thermo-switch first. To test the circuit you can short the wire that goes to the thermo-switch to ground, with ignition switch on, and the fan should run. It not then check and relay. See the attached diagram for thermo-switch location. Do not take the part numbers on the diagram for gospel. I drew this up several years ago. I do not have my Camry so I cannot totally verify the above. check the 25 amp fuse that had fan rad on it . Check the fuses under the dash. Finally replace the fan switch in the head as it may not be communicating with the CPU to put power through the fan relay

TOYOTA PREVIA OVER HEAT WHEN IDLE

Sounds like the radiator cooling fan isn't turning on, i would unplug the fan and run 2 jumper wires direct from the battery to the fan if the fan kicks on the fan is good, if it doesnt the fan needs to be replaced, if the fan checks out i would check the fan relay and make sure the relay is good, if the relay turns out to be ok then the coolant fan thermo switch is most likely the culprit for the fan not engaging when the engine reaches a certain temperature....

Cooling fans on radiator will not run. Voltage in plug at block thermostat is 5.4.this therm provides an earth switch. Bypassed the thermo to earth and fan relay engages momentarily only. Relay is ok....

The fan control thermo switch should be either "off" or "on".
Voltage should measure either +12 or 0V, depending on coolant temperature.
Replacing it should fix your problem.

01 jetta overheating on the highway

The most likely cause of this is the fan not kicking on... and the best place to start looking is the fuse for the rad fan (under the dash). If this is good check radiator thermo-switch... Observe the engine as it comes up to operating temp... if the fan does not kick on by about 200 degrees, disconnect the terminals at the switch and connect them together briefly. If the fan comes on then the switch is faulty, if not then suspect the cooling fan relay. If the fan runs normally but vehicle still overheats, the next thing to check is the T-stat. Feel the upper hose when at operating temp... it should be warm... if not remove the T-stat and reassemble... if the problem goes away it was your T-stat, if not it is either a bad pump, or a restricted (clogged) radiator. If the pump is not noisy or weeping coolant, it's probably OK... Hope this helps...;-)
