I cheked all the way to the main fuse and when the key is on (on to runn) i do have 12V to the main realay but i dont here it clik and it wont pass voltige to the starter
Could be the anti-theft security or the neutral safety switch if it is an automatic trans.
Can you crank it in neutral ?
If your car won't start, try this procedure:
Make sure the positive cable, makes a good connection at the battery and at the starter. Make sure the negative cable makes a good ground connection at the battery and (preferably) at the engine.
Turn on the headlights, then try to start the car.If the headlights do not dim or go out, then the battery is likely ok.
If the wiring looks ok, then look at the starter solenoid for a good connection, and proper voltage at the starter(10 volts minimum while cranking).
If the starter spins and no crank, the problem is most likely the Solenoid's bendix gear is stuck.
Have someone hit (not too hard) the starter while you try to start the car. This usually works by dislodging a stuck bendix gear.
If you can, somehow get the engine running, measure the voltage at the battery. It should be at least 13.6 volts to properly charge the battery.

If you do not have a pass key any more, then you will need to dissable the antitheft (pass key module) in order for the engine to turn over. From what I gather you have replaced the column with an older version, which will not allow any comm. with the module. The pass key module enables the starter circuit. See diagram.

First of all make sure all your battery connections are Clean and Tight. If they are and all your dash lights come on and its not starting But its cranking over Your anti theft alarm may have gotten activated. You may have to leave your Key in the On position for 20 minutes to reset the alarm. Not cranking just in the on position, Now if its not Cranking and your hearing a clicking sound it may be your starter. I have sometimes tapped on the stater with a deadblow hammer and had someone crank it over Making sure your in park foot on brake and being EXTREMLY Carefull that you are not going to run someone over. It could be your neutral safety switch. It could be the starter relay which is located in the fuse panel box. It could be the smaller wire going to the starter could be loose or corroded.

Sounds like a bad ground. If the battery voltage does not drop when the starter is engaged, the starter is not getting the juice. Check the ground connection again. 90%
