You are going to have to replace the converter, that thing is the bead bed drain plug, it is most likely rotted out from rust.

No such thing as an oil level for a catalytic converter! What make, model, year vehicle is it? Can you post a picture of it?

How can I pass emmisions test if catalytic converter is going bad on my 97 nissan sentra ? I heard I can drill a hole in the converter and it should pass . Is that true and how large of hole or any ideas ?

No it wont pass, you have a post catalytic 02 sensor this is nicknamed catalytic monitor so it will code up, and you will get a check engine light, drilling a hole the threshold will go below value, so dont do it, Now you can do this take the catalytic out let it soak in water and laundry soap.rinse and install dry.Its worth a try.

My car is loud!!!

If you take it to a muffler shop, like Meineke, they should be able to give you a free inspection and quote. It will PROBABLY be as simple as welding up a small hole in either the catalytic converter or the muffler.

Good luck!

Help please

Try checking the crank sensor, (for sludge, and wiring connection) and having someone check the timing. It may have jumped a tooth. (so the engine isnt firing the sparkplugs at the right time) Also try drilling a 1/4" to 1/2" hole in the exhaust, forward of the catalytic converter, then try to start it. If it starts with the hole drilled, then that means that the catalytic converter is clogged, and needs to be replaced. If there is no difference, then the small hole can be plugged with a short bolt, or welded shut.
