sorry not sure the 12v prob will help this swtich works on 5v off 3v unlock 1v lock single wire lock/unlock logic signals
I found wiring diagrams at
http://www.dodge.com/bodybuilder/2004/docs/wd/rswd/tc.pdf
it is 2004 but use the wiring diagrams to test the wires
(most likely to fail where they flex)
because it is using logic gates disconnect the plug at each end of the wire you are testing or the damn thing will find a few diffrent ways to trick you.

could be a partially broken wire in the wiring harness that runs in the door track. the wires are inside what looks like a plastic chain that allows it to move with the door and have seen them partially break not allowing power to flow the whole time

Remove the door panel and find the window motor Unplug it and using a separate car battery run cables directly to the window motor When you switch the polarity the motor will either bring the window up or down or if noting happened change the window motor and window regulator assembly.

durangos have many problems with the windows motors and regulators, I know for personal experience , because I have one, ...when you try rolling the windows down do you hear any noise coming from inside the door..if so.. the cable is busted ..you will need the windows regulator, if no, is probably the motor..you will have to check for power and ground right at the motor connector...if power and ground are present, then you need a motor ....in mine ,I pull the motor and cleaned , and they have been fine for more than a year, I starter with one and them had to do the same to all of them..hope this help
