Your actually not giving it gas,your moving the throttle
plate on a dry system & also the Throttle Position Sensor
So check the voltage on both side of the TPS Sensor
One side goes up & the other goes down
The computer has a 5 volt reference,so you will see
a little less than 5V closed & movement down to 1V
or so & the other side 1 to 5
The next thing would be to remove & clean the AIC
air idle control valve if you have on

Get a flash light and shine it under the hood and use a screw driver to pull the latch over to one side to pop the hood open.

check the small connector at starter for voltage when cranking if ok try the hammer test if starts bad starter (ie) tapping starter with hammer while trying to start.

Sounds like you need a new fuel filter or a new fuel pump.
Replace the fuel filter first and see if that resolves the problem.
If not than it is the fuel pump.
To check to see if it is a fuel related issues you can look on the fuel rail that is on the top of the engine and connects to the injectors. There is a plastic cap on the pressure check vavle (looks like the air valve on a bicycle tire) unscrew the cap and press the valve stem inside. If gas shoots out with good pressure than it is not a fuel problem..if it trickles out...it is.
Do this after trying to start the van a few times..but without the van running..wear eye protection.

Contact the parts store that sold you the timing belt and they should be able to give you the timing settings on your van.
You know if you are going to keep doing major work on your van it would be worth your while to purchase a Chilton's book that is specific for your van.

if you give it some gas pedal while you start it, will that help it. there is a thing call an idle control solenoid. this allow a little air in to the engine while sitting with no throttle.
