My 1995 ply voyager 3.0 stoped dead on my way
check master fuses and look for a power junction where multiple cables and or wires are joined. there maybe a fusable link involved.to check a fusable link you pull on them ,they will pull apart. just replace the fusable link .
Low beam lights will not come on
The low beam lights have an overload capacitor, it looks like it is short circuit or faulty and causing an overload and the buzzing sound.
I have 3.3L in my '95 Plymouth Voyager and
possible emissions but not a timing belt or it would not run great
run the fault codes and check for vacuum leaks and heated oxygen sensor faults and crank /cam position problems in the eiring
Instrument Cluster Problem
I have a 1998 Jeep Grand Cherokee that had the same problems you describe.
I cured it by removing part of the dashboard and cleaning/checking all electrical connections.
Any black leads that connect to the metalwork .. they are earth wires. Check them for corrosion and as they are usually just held in place by a screw - undo that screw and retighten it. A 'bad earth' can cause the problems you describe.
