As far as the passenger airbag is concerned - OFF may be normal. This is an excerpt from the owner's manual (page 1-67).

Passenger Sensing System
The vehicle has a passenger sensing system for the
right front passenger position. The passenger airbag
status indicator will be visible when you start the vehicle.
The word OFF or off symbol will be visible near the
clock, located in the center of the instrument panel,
during the system check. See
Passenger Airbag Status
Indicator on page 3-27
.
When the system check is complete, either the words
ON and OFF or the symbol for on and off will be visible
under certain conditions.
The passenger sensing system will turn off the right
front passenger frontal airbag and seat-mounted
side impact airbag (if equipped) under certain conditions.
The driver airbags are not part of the passenger
sensing system.
The passenger sensing system works with a sensor that
is part of the right front passenger seat. The sensor is
designed to detect the presence of a properly-seated
occupant and determine if the right front passenger
frontal airbag and seat-mounted side impact airbag
(if equipped) should be enabled (may inflate) or not.


The horn is another matter. There are four possibilities here. I will list them in order of likelihood:

1. Bad switch in the steering wheel. These are common failure items.
2. Bad horn relay
3. Bad horn assembly itself
4. Faulty wiring in the horn circuit (including fuse)

You can have the switch(es) replaced in the steering wheel, but they are just as likely to fail again. I have had this issue happen in the past, and I simply went to the bottom of the steering column, found the horn button wire, and installed a dashboard mounted horn button. It is legal in most jurisdictions for inspection purposes as long as the button is easily accessible by the driver.

When a scan tool won't communicate, it's usually a problem with the digital data bus. The easiest way to diagnose is to remove all the modules on the bus and reinstall one at a time to find the one that's shorting the bus. The light indicates the Airbag control module has sensed a malfunction. It then sets and stores a trouble code and disables the system.
You will need a professional grade scan tool to access the Airbag module.

I have a 2008 Aveo and my airbag light has been on for almost a year. I refuse to pay dealer $80 just to tell me why it's on then have to pay them again to fix it. I heard that the sensors under the pass. seat can come unplugged, so my husband unplugged them and plugged them back in and it still the light is on. This is sooo frustrating....I really just want to reset it...anyone know how??

you need to have a constant hot goint from your radio to your car. I have to same problem, broter did a poor job at installing it.

The sensor is located in the padding of the seat, you have two wires for seat belt and two wires to the sensor jumping the sensor to bypass the switch is dangrous so will give you a site that can fix it even if dealers can't.
