You didn't mention which fan makes the noise CPU, Chasis or the SMPS fan. Generally, the SMPS fan makes this type of noise when the greasing or the lubricant in it drys up.

this 2007 year PC OLD, has many limits (CORE 2 is one) is this windows 10? 64bit> I bet not its CORE 2 old) I came with VISTA if MS loaded OS, or XP or RedHat Linux? what boot menu are you talking about.? F12? wild guess me, VISTA OS: (now zero support) in windows, we have disk manager, do all devices show up now? this is first, if not here, explorer can not work. lets do the correct order: 1: bios sees my media. (good) 2: then in device manager, it sees them, if not drivers bad. 3: then Diskmanager sees the devices, and must have drive letter or next. if letters missing right click device and add one. 4: explorer (This PC) fails to find it. if above fails sure. easy as 1,2,3,4 order, matters. can't see CD does that mean a disk or the whole drive? cant See HDD, is this HDD0 ,1,2, 3 or? how many HDD do you have, and are there SSD drives there and last what SATA ports are you using, some are limited. here is your DELL.com support page, (12 years later still here) https://www.dell.com/support/home/us/en/04/product-support/product/precision-t7400/drivers what HDD fails, does the PC boot at all? my wild guess NO. what OS what OS do you want to run, that be first thing to ask on any 2007 old PC, as Windows 10 will fail here. I Bet. for sure 64bit.

Have you tried changing the boot order.

If you're trying to use it as a boot device you need to tell the system to boot the cd /dvd drive FIRST and of course you need to have a bootable cd / dvd in the drive.

Let me know if you're already tried this.

Could be a faulty psu or disk drive - suggest test both

usually notes what any pertinent F series keys means , noted somewhere on the display during BIOS post

In my country at least , a laptop is not a " prescribed device" and so is legal for any owner to effect simple maintenance , like changing the cmos battery or ram memory upgrades, as per the provided instructions . Hi , there is a hardware release backup system for opening optical drive doors - high tech tool: bobbi pin or thick paper clip , straighten then insert into small hole located near release button, firmly apply pressure and door should release

hi , ensure wifi is enabled in BIOS setup , ensure is noted in Device Manager and is enabled , look for any keys denoting wiki or a slide switch located somewhere - and enable I do not own one of these and there appears no owner's manual, so am guessing

If not data on the flash drive I suggest try reformatting the drive to remove any malware

Hi , I suggest try testing single memory modules , one at a time to isolate a faulty module if that is the issue Another idea is running a Linux live distro os like Ubuntu from bootable disk or flash drive in live/try mode which run from a virtual partition on the ram memory If Linux runs ok - then likely a Windows related driver / software issue but if same crash issues are observed then most likely a hardware device issue ie faulty memory module , but as varies when crashes i am thinking more the psu - high boot current load demands due to twin SCSI drives , video card etc - old psu - after a few years the power current rating reduces I recall -25% typical , discrete components not so resistant to heat - try to test with a known good high performance psu or just replace , at release date 2002 definitely due for a replacement new psu
