I am sure by now you figured out this problem being posted on July 2011. For anyone who may also have this issue. Check if the jumper for the clear cmos is present or on the right pins.

use this tool (https://www.hirensbootcd.org/old-versions/) , bootable CD or USB, tons of tools inside including password recovery or create new Admin then reboot and using the new admin from there you can access your admin account to reset the password.
When you boot up and the Date & Time is wrong then you correct the
Date & Time, then when you shut down and boot up again the Date and
Time has changed. This is an indication that the BIOS battery is flat
and you need to replace the BIOS battery. Install a new BIOS battery, go
into the BIOS setting and set the Date & Time etc. and the new
battery will keep your settings stored in the BIOS.
This error usually occurs when the CMOS/BIOS battery is flat. Replace the BIOS battery and then boot up and go into the BIOS setting to setup the Date & Time etc.
From what you are describing the power outage has caused the motherboard and/or the CPU to short out
Answering the question of where can you get anohter on, I belive you will need to book the PC into a PC repair shop to assess the damage and I am sure they will be happy to talk you throguh the options you will have

If the LED is glowing Amber then there is definitely something wrong with the hardware. Open up the system and check to make sure that all cables are plugged into the motherboard securely. If they are, you have faulty hardware somewhere. I would take it into a repair shop and see if they can locate the fault. Please rate, Thanks!
