Either:the main fuse that controls this unit has blown orthe relay that controls this unit is blown ora circuit breaker for this unit has become stuck or
most likely this complete unit needs replacing as it has sufferred irreparable damage.

Replace the sending unit in the tank. As far as safety inspection goes, I'm certified in PA & that doesn't fail in PA. If you in PA & they fail it for that, they're committing a crime.
