I need a english manual instruction of SONY DSC-T9, because i have this camera but the version is "japanese word" the customer service said that, they cannot convert the version into" english word" because that is the default setting a japanese version, so that its so for me hard how to operate the camera.

Go back to the dealer/store where you purchased the camera... they should help.. if not..Search for Sony online.. contact customer service, they should be able to help you..
??.. sometimes the manuals are printed in several languages (in the same manual).. carefully flip through yours to see if there is an English section.
If the camera came from Japan, there will be no english in the camera. If the camera had English before, you could try to switch the language back, by using the manual and count lines in the menus, to "feel" what part of the menu you are. (Setup menu)
Pretty sure you should be able to put in some new firmware, but I can't find any hint. Not in the manual, not with Sony. Perhaps you should register the camera, and contact Sony with the question how to change the firmware so you have multi language. Just tell them you got the camera as a present from your friends (associate or what ever) from Japan but you can't work with the language.
If there's no English in the language select menu (in setup), the region has to be changed. This can only be done with Sony SEUS software which is available for Sony service centers only. You could ask Sony how much would it cost to change the region (aka "destination" in the SEUS).

Researched this extensively. you cannot change the camera to english. sony camera's bought in japan (or from the internet from japanese suppliers are not multi language. they supply a japanese version and an international version. the japanese version is cheaper (nationalistic thing). there is no firmware either to upgrade it. best thing to do is download the manual and become familiar with it.
