Terrible sounding / input on win 7 64 bit with usb sound drivers
looked for drivers from logitech - none besides setpoint - which didnt help
some fixed issue with a hub - tried - this didnt work either
workaround found
set output quality to lower than 44.1 16 bit - and sound clears right up.

Windows 7 driver is not available for your PC Cam. The release date for this PC Cam was in 2003. I recommend you pruchase a new model. Check Amazon.com, there you'll find many new & used PC Cams reasonably priced.
There is no driver for your unit under Windows 7

If you are under Win 7 Ultimate or Pro or Enterprise , you can download and install a free virtual version of Win XP from : http://www.microsoft.com/windows/virtual-pc/download.aspx
This is the ultimate solution to ANY compatibility problem. You just use XP mode to do operate your device then go back to Win 7 in one clic where your modern processing software is. Under other versions of Windows 7 , you need to have the XP install disc to install a virtual version with a third party software such as WmWare Player from http://download.cnet.com/VMware-Player/3000-2094_4-10470784.html
