Microwave oven cabinet doesn't or shouldn't get hot though it is likely to if it is a combination microwave oven/grill being used for extended periods.
Assuming it isn't a combination type there is no more likelyhood of fire than if it was placed on any other surface.
A conventional microwave is quite heavy although the inverter type is much lighter and all the weight rests on just four points which over time could damage the surface.
Resting it on four substantial coasters would spread the load and minimise any long term damage to the surface...
You are in luck because most small appliance cords are pretty generic. You can go on line, do a web search " replacement power. cords small appliances". Also you can go to a local 'old fashion' hardware store. They will probably have it.
It is quite possible that the cord is removable as on kettle. In this case, a kettle cord can be used. If the cord is hard wired to the microwave, it will have to be replaced by a technician or electrician but ordinary 3 core pvc cable with a cross sectional area of 1 square mm can be used.( For a 230v supply)

Usually those turn tables(or lazy Susan's colloquially) are driven by a small motor. The motor attaches to a gear or spindle which transfer the rotational energy to the turn table. A plastic gear may have been broken or popped loose. It might also use a belt to transfer the energy, the belt could have worn and is now slipping which would cause the table to stay stationary.
