The 206 rb1 has a button in the middle of the bed. You hold down the button and turn the wheel backwards and it will reset it. It works on mine but my needle is off center to the left a little. Regrettably, it sounds as if you may need to see someone who specializes in walking foot Consew machines. I could only guess here and I would have to doubt that anyone untrained could correctly repair it. There are numerous internal mechanisms that drive and time that walking foot to the feed dog, so please do not attempt it yourself. Seek professional assistance.
"it seems like it is not walking" That foot will move in time with the feed dog and if it is functioning correctly, the walking mechanism is quite noticeable and obvious.
Sorry, but if you are asking that question, the only solution past the obvious--you have not lowered the foot--is one that only a professional can correct. Sorry. . .
Your machine probably needs to be adjusted and timed. But make sure you clean under the bobbin area before you try again... or take it to a machine pro
remove the front cover around the needle area also you may have to just strip the machine down!! to the hard ware with the bobbin door removed rotate by hand the crank till the neddle goes down to the bobbin area and losen the screws on the bell part of the crank and adjust it till
the needle is dead center and all the way into the bobbin then tighten and reassemble
If the feed dog stays in one position and just moves up and down, and doesn't pull the fabric through, press on the button in the bed closest to the needle bar. Hold it down and rotate the wheel. This adjusts stitch length/feed dog travel. There should be numbers on the wheel or under a flat metal panel next to the wheel. The numbers are for stitches per inch.
The problem you describe isn't timing, it's most likely stitch/feed dog adjustment.
I posted an answer to this a couple days ago. If the hook's hitting the needle you need to move it away from the needle. There's a small screw in the bottom of the machine that holds the hook mechanism in place. You need to loosen the screw and gently tap the assembly away from the needle. The hook should just pick up the looped thread as the needle bar rises. You can go to www.consew.com and download a pdf file showing the parts of the machine, also an owners manual. You have to click on the 224 machine. The manual's the same for 224, 225, 226. Or you can click on the 226R-3 - that's the same, too.
Check the condition of the top pressure discs and the bobbin case tension. Check for wear in the hook - is the bobbin case seated correctly? Check the tension spring in the bobbin case. I doubt timing has anything to do with the problem. Unless the hook's picking up the top thread a little late, thereby "spearing" the thread. The hook could be catching the thread loop too late. Sounds to me like there's a parts or a small adjustment problem. You don't mention thread or needle size. That's another area of concern at times.
