Not all players are capable of playing mp4 files or other non-standard formats. Let us know what kind of player you have and what you used to make the disks.
For every format (MP4 is not one, but dozens of formats and no standard) you need a player, or on a computer a setting in a program. A DVD player, only can play one format, a DVD format. Actually it is even a coded format. When you have a MP4 file, you should encode it to to the DVD format and then but it to a DVD, before you try to play it in a DVD player. Try reading some articles about video formats on Wikipedia, when it is interesting enough for you to understand different Video (and Audio) formats.
Use only Commercial DVDs purchased from a reliable business. Do not use Computer Copies of Video as the speed of the BR Burner may not be equal to that of the Player.
If the Disc is a store purchased item, it could be defective or your player Sync. is out of order. Audio and Video are on separate tracks, thus Audio can be OK, and Video out of Sync. Lastly, the other problem could be the Reading Head alignment. The head may read Audio just fine, but the angle of the laser hitting the Video is misaligned.
Solution: Well i could recommend another free video player instead of Windows Media Player 11. In this case, try installing Real Alternative, VLC, GoomPlayer all lf them support DVDs format.
I recommend Real Alternative over all 3 of them, to get it go here: 1) http://www.videohelp.com/tools/real_alternative and click on the "Download (mirror)". 2) after download is complete start the installation make sure to UNCHECK the following checkmarks during installation: Active X, and pluggin for firefox/opera/chrome/etc. you can leave the rest of the installation as default and click next all the time. 3) whenever you want to play a DVD close WMP 11 start Media Player Classic (installed during the real alternative installation, there should be a shourcut icon on your desktop for Real Player Classic now) on Media Player Classic go to File>Open DVD and you should have picture and sound.
Another extra side note of Real Alternative is that you can also play real media files (.rm, .rmvb) without having to install the nasty Real Media Player application

Hello billandanita. Have attempted a disk player cleaning? If not purchase a disk cleaning pack from a local electronics supply/repair store. Asking a local repair shop will get you the best cleaner available. Good Luck.
