To send via bluetooth, the 2 devices you'll use for file transfer should both be bluetooth enabled. That means, your phone and your PC. It's no different from transfering of files between 2 bluetooth-enabled mobile phones. I assume your PC has no built in bluetooth function but worry not. A lot of computer accessory shops sell removable bluetooth media which can make your PC bluetooth-capable through USB connection. Most probably, your purchase of the bluetooth medium shall also include step by step instructions to help you on how to use the device. I hope this helps.
