Restart your computer and enter set up bios. Try ejecting your dvd rom from there... it that doesn't work, get a pin and insert it in the pinhole on the dvdrom whuile pressing the eject button... that should do the trick!
check whether you are able to boot fom operating system cd/dvd, if you are able to boot fom OS cd/dvd, there is no hardware issue, if unable to boot = Replace optical drive
then software troubleshooting Install firmware upgrade for optical drive fom suppot.dell.com reinstall Operating system.
hi the problem may due to the dell touch software installed in the lap .i think its better to reinstall the software using drive dvd provided by the dell
