After a lot of research and many attempts to unlock my Dell Laptop with bios password, while talking to Dell Support, I finally found this website www.biosunlock.com

The only way to unlock the BIOS Password is to contact Dell Tech Support 800-624-9896 in USA, confirm that you are an authorized user of the system, then tech support will assist in generating a master password.
There is no hardware bypass (Jumper, remove battery etc) on Dell portable systems (Theft deterrent)

it sounds like you did the right thing, i would search google for "Dell D520 keyboard", you should find many places at different prices, if you havent bought from the site before, try reading some customer feedback, and also, the cheapest may not be the best, look for a good return policy and or warranty for the item. if this helps pleas give a fixya rating thanks

If you keyboard isn't working and this is the correct one, I would buy it and replace it. I have done this before on a Dell Latitude CPI. Easy to do. Good luck.

If you have forgotten the Windows password:

A forgotten windows password can be problematic.

If you have windows XP HOME edition, boot to the SAFE MODE (Press F8 during boot to get startupmenu) select the ADMIN account (Password should be blank) Once inwindows, go to Control Panel, User Accounts and reset the password onthe effected account.
