There is a safety device built into gas outlets to prevent the gas from running if it fails to ignite. It works by heat. If a valve is not heated enough then the main valve will not remain open. That's why many gas appliances ask you to leave a second valve open for as much as 30 seconds after igniting. These valves are highly reliable. It sounds like your appliance may not be warm enough. Try to run it on high for 5-10 seconds before you turn it down. To access the valves; pull all the knobs straight off first then try to remove the facing by the screws. A make & model would be helpful since there are many different configurations.
Most of these ovens have two fans. A fan forced fan in the oven and a cavity extractor fan inside the cavity of the unit between the outer skin and the oven wall. The cavity fan blows hot cavity air out the front of the unit so it remains cool. If the orange indicator light is coming on this would normally be the oven element thermostat. Leave it on and see if it gets hot. If the light goes off when you select the function switch it means you are turning it off the oven function. Your interior oven light may be blown. to look at the model number. The first 3 numbers will be the series on
the chart. In most cases an F1 error would require replacement of the
electronic control. This part is commonly refered to as an EOC or ERC.
However this type of repair is usually reserved for repair specialists.

Kill power 30 seconds - if error returns - replace Electronic Oven Control (EOC).
The F9 code indicates there is a problem with the door lock.
Try disconnecting the power to the range for 10 seconds and reconnecting. Open the oven door and hold the door switch plunger in while you try these things. Put the control into clean for 5 minutes then cancel clean. You must hold the door switch plunger in for the 5 minutes.
Try canceling the clean cycle without putting the control into clean.

You said, After coming on and preheating Saturday, the upper oven went off and
the lower wouldn't work either. Control paned was blank, but interior
lights were on and pushing control paned buttons resulted in beeps.
Turned off breaker for 5 minutes to reset and upon retry, the fan came
on for maybe 5 seconds and then went off. Nothing else changed. Any
suggestions?
You say the ovens went on and then later cut off. Does the clean mode work? Try the clean mode and see if it goes on. Assuming it will clean!
Since the Range will
clean you have confirmation that the proper power is reaching the
range. It also verifies that the elements are in working condition. You
will need to check the high temperature limit switch and the door latch
mechanism. If either of these is defective, the bake and broil function
