Sounds like the rewind spring has broken or the starting spool is broken or the piston is stuck. You will have to take the machine apart to see what it is that stops it from rewinding. I'm thinking spring.Good luck...Lee

First remove the pull starter housing.
The next part is tricky. You'll have to release and unwind the spring that rewinds the pull starter cord. Remember how you do this because after replacing the cord, you'll have to rewind the cord and spring before inserting it back in the housing.
re-attach the pull cord housing to the chain saw.

The pull rope will not rewind. How do I reset it?

The cord should be removed from the spool entirely, then wind the spool spring CCW for a number of turns making sure the spool can be turned for about 6 turns more (during start). Wedge the spool so that it can't unwind the spring again. If the old cord was about worn out, replace it with fresh. Melt the cord end somewhat so that the knot won't pull out, then tie an overhand knot in the cord end. Feed it into the inner retainer on the spool, then thread the cord around the spool 5 or 6 times in a CCW direction. Once wound, feed the loose end out of the cord port, slide the pull handle on, melt the cord end, and tie an overhand knot on it. Stuff the knot into the handle and release the wedge from the spool so that spring tension pulls the cord tight. Pull the cord out several times to make sure nothing interferes with cord and mechanism, then install on the saw and check the start operation. The spring should never bind-up when the cord is fully extended. Hope this helps!

It sounds like you did not properly rewind the spring that is behind the spool that the cord would around, that spring is what rewinds the cord after pulling the cord.

Lawn mower pull cord

This works best with two people. Remove cover and pull cord will be inside cover. If your handle on pull cord is attatched to a metal ring up on the handle, you will need 8 foot of new pull cord.
With all the old cord removed, wind cord pulley 6 revolunations, now, have someone hold the pulley, while you string the new cord thru pulley and out the cord hole on cover. Be sure to put a knot on the end going thru pulley. Draw cord all the way thru and out of the cover. Attatch the handle and let it rewind. You will have extra cord, this will be used up going from engine up the handle. I hope this helps

How to you re tension the starter spring

What has to be done is the BLOWER Housing must be removed from the engine. Then pull the rope all the way out, NOTE which way it is turning. Then stick a screw driver thru the spokes on the wheel and straight thru the housing, this will keep the rewinder from rewinding.
Then cut the knot from the cord. Remove the cord. Engage the rewinder wheel with your fingers pull the screwdriver and wind the spring as tight as you can. Re-install the screw driver thru the wheel so it can not rewind and reinstall the cord. When tying the knot ,make sure to use a light to melt the cord a little so the knot will not untie.
Hold the handle tight and pull the screwdriver and slowly let the spring wind in the cord.

just rewind the spring starting with the outer end and fill it back into unit. I always have the rope extended and rewind it back in and reinstall

Automatic Cord Rewinder is not rewinding anymore

I had the same problem - the power cord for my Hoover Elite Upright (U5507900) was stuck a few inches out and wouldn't go any further. But when I unscrewed the rewinding mechanism, the cord had clearly gotten twisted and partly buried under itself so after some work I was able to free it. Now it seems to be working fine, at least for the moment. Note that I had to use small screwdrivers to unscrew the cord rewinding compartment, like the kind of screwdrivers you use for computer repair.
