Sounds like you may have two issues..one electrical and one mechanical..
When you say jumping the starter, do you mean the starter solenoid? If you can jump the solenoid and the engine will start, you have a bad solenoid..
The running for twenty seconds is about how long it takes to burn the fuel out of the carb bowl.
The needle and seat need to be cleaned/replaced.. this is the valve that controls the flow of gas into the carb... if its not working properly it will do exactly as you described.. you may need to replace the needle..the seats are sometimes pressed into the carb body and cannot be removed... the needle is rubber coated at the point of contact.. it wears out so the seat does not.. sometimes if the engine has set up for extended time.. cleaning might fix it!!
