Difficult to advise. Can you operate it manually by turning the handwheel clockwise? Does the motor make noise when you step on the foot control but the needle does not move?
It appears to be a mechanical machine. If so, it could need a good cleaning and oiling. That is probably a good place to start. (Consult your owner's manual and use ONLY fresh good quality sewing machine oil.) Could be a multiple of other things, ie loose/broken belt, foot control failure, carbon brushes or capacitor, electrical problem, motor problem... Probably best to take it in for service.

Have a look at the manual for the 2050, maybe it's similar to your machine? http://www.riccar.com/ftp/whitepapers/2050-Owners-Manual.pdf
If not, have a look at a few other manuals to see if there is one that better suits your machine.

I couldn't see a manual here for the Riccar Reliant 57 but there are ones for the RL570 etc.
Most machines by the same brand thread in the same way.
