The cap on the pulley assembly is held on by a circlip in the middle of it. To get it off you need to press the cap down and remove the clip. After that it should come apart. At the time I think I drilled a hole in a piece of wood that was a little larger than the clip. I placed it onto the cap and used some wood working clamps to compress the spring. Most drill press' have cover on the top when opened expose two different sized pulleys. Speed is adjusted by changing to different combinations. The speed is usually shown inside the lid on a chart with the different combinations of pulleys. Hope this helps.

I am considering buying this used drill press. How do I change speeds on this drill?

If the drill press has multiple pulleys, you move the drive belt up and down. Larger motor pulley to smaller drill pulley has higher speeds, and vice versa.

Drill will not rotate

Did you have to set the chuck into the spindle, or when you got the press, was the chuck already attached to the spindle? With the drill press I got (different brand), I had to set the chuck in the spindle and I put pressure on the chuck to set it in by placing a bit in the chuck and drilling in a piece of wood, which placed pressure on the chuck. If that's not the issue, check to see that the pulleys are turning ( flip the top open). Also check the tension of the pulleys (machine OFF) If there is nothing apparent or obviuosly not working, and if the press is new, yes, I would return it.

How to change belt on 17-990x delta drill press

You've probably already tried looking for set screws on the pulleys, both the pulleys that attach to the spindle and the pulleys on the motor shaft, to remove both/either sets of pulleys and allow replacing the belt. I didn't mean to restate the obvious; I'm just brainstorming. I've restored a few old machine tools, and I've found that removing pulleys often requires the use of gear pullers. This is due to slight mushrooming of the ends of the shaft due to heating or hammering. I have even had to file the end of the shaft in one case to reduce the diameter before I could remove the pulley. Also, based on your picture, you might be able to remove the entire motor from its mounting to allow replacing the belt. read more at http://www.bestcordlessdrillhq.com/

sounds like either the pulley is not tight to the spindle or the spindle is broken in half either in a bearing race or between the two spindle bearings
