If i unhook ground to battery and touch wire back to terminal i can tell starter is trying to engage, small red wire on solenoid positive side is what causes starter to engage even with the key in off position
1st. Key switch is problem stripped out, if key is turning around in it..replace switch. Push PTO DOWN, ARMS ALL THE WAY OUT, BREAK ALL THE WAY UP.SHOULD MOW, if not look to see if L rod at back tires has been pull forward, that will stop mower from moving, pushed backwards.. Look @ the L, now lay it flat in your mind w/long end going towards back of mower, the hook part going up towards pulleys that's what your looking for, push backards, should move, If not call Forsyth Mowers, or a tractor supply l, they will be able to help I'm sure..but these things should work, I have a RTZ also. This sure sounds as if you have a seat switch issue , this is a safety device to make sure theres an operator that weights more than 115 lbs in seat , the blade engauge problem and non movement tells me this

if your unit desengages have the clutch gap checked. also you should check for shorts in your safty wiring. the other would be a bad switch. finely your under warranty this my be warranted.take it to a toro dealer or call one to make sure

It is a short in the kill switch, or the wire running to the kill switch. check insulation on the wire running to the kill switch and check the routing of the wire to insure that it is not being rubbed by moving parts, or the insulation melted by hot engine parts such as the exhaust system. Finally check that the kill switch itself is functioning properly with a test light or OHM Meter.

two things possible you have a sticking float or if its old enogh the electrical ign system is going to have to be replace cheap and easy if the model is old enough this electrical ign takes the place of points and works the same

Have you checked out the seat safety switch and also is your mower capable of cutting in reverse? There are aslo safety switches on some models that kill the blades when backing up. Check these and see if you can find an issue with one of these. Sounds like one of the safety switches is going bad and killing the blades and then restarting them, if not then you may have a bad electric clutch or a loose wire on the clutch. Let me know what you find.
