Sounds like you have a pair of gears in the wrong way around. You need the small one on the motive source and the large one on the drive to the wheels. The way you have them the large gear is on the motor and the small gear is geared up and ten to the dozen turning into a GT Racing Bus.

I have gone through three of these and they never work! My children receive them as presents and I am always hopeful the next one might miraculously work, to no avail. I can't figure it out!

You are going to have to pry them up with a screwdriver or other thin strong tool and see if you can see the tabs that lock it in place. Then take another screwdriver and push the tabs back to release them.
Good luck. If all else fails, scrap the hubcaps, you can use some Oops glue to put them back on if the tabs are broke.

The instructions suggest that you open the elefun again and mix the butterflies around with your hand. We are still having some issues with ours. Finally we used a dryer sheet to remove some of the static electricity, seems to have helped a little. We are thinking of trimming down the nose. Kids love the toy, parents are the ones getting frustrated.
