There are 4 terminals on the back of the switch, numbered 13 / 23 and 14 / 24. Terminal 24 is the neutral wire from the cut off switch. Terminal 14 is the live wire from the mains. Terminal 13 is the brown live wire which comes out of the choc block with a black wire. Terminal 23 is the other brown wire that comes from the choc block.

The breaker is tripping on an over current condition. This could be caused by the motor being stuck and not moving or some sort of short circuit. I suggest, with it unplugged, that you find a way to rotate the chipper head or the motor. May have to disassemble to accomplish this. If it will not turn it may be bound up and you are going to have to take apart anyway to remove the item.

There IS a reset button but it's not resetting!
What's the engine make & model. I had a edger with a Honda engine. It tripped out when it was tilted too far forward. Does the angle of the machine change things?
