Our touchpad is not responding to tapping. It

Go into the BIOS (F2). Press Alt-P until you reach "Page 4 of 7". Under "Pointing Device" change the setting from "PS/2-Touchpad" to "PS/2". Reboot.
The touchpad and point stick will still function as long as there isn't a mouse plugged into the PS/2 port. If the mouse is plugged in, it will override the integrated devices.

Mainboard does not recognize the PS/2 mouse

Sounds like the serial port died. I have seen that happen before. You could try a DB9 to PS/2 adapter or DB9 to USB. The DB9 to PS/2 is cheaper of the 2.

Hope this helps.

Dell Dimension 3100 e10 ...usb won't work

Does the system respond to boot keys (F2, F12) when the DELL logo appears? If so the problem is with Windows drivers and probably can be resolved by reinstalling or rolling back the drivers, but how? Do you have access to another keyboard? Does the system have PS/2 ports? Do you have access to a PS/2 keyboard or adapter? If boot keys work, you could also choose F8 for Last Known Good Config (XP) or System Restore (Vista).

Have you tried different ports (front if using back or visa-versa)?
Try using just keyboard or mouse to see if one has somehow shorted. Also check the ports for any sign of damage.
