first check the specifications for your motherboard every motherboard has a memory limit for each slot you will be able to install the only limited memory given by the motherboard more will cause problem as you said remove the memory stic from slot 2 and insert them to the 1st slot and see what happens if you have still the same i think you have problem with slot
remove the memorys and check the memory slots for any damaged pins .test the memory one by one on 2 slots(power off place one memory on slot1 and power on then do that procedure on slot2 ) if the laptop boot, one memory or one slots have problem and you can work with another one ,if you didnt see the boot screen at all try to reset the Bios .
if still dont work have to repair or replace the mainboard.
