Yes and no. Portable a/c units are designed to be filled, sealed & delivered. They can be refilled if you cut the pipes, refill & weld closed just like they do at the factory. The cost of doing this as a service call could easily exceed the purchase price in a store. So no it is not done.

Try draining the tray. If that does not change the short cycle, it depends on how hand you are. Next would be to take off 2 sides and back and inspect the float system, (same idea a toilet flush) when styrofoam float hits top, switch shuts off the compressor or ac or dehumidifier to prevent water spilling onto floor.

Yes, that is normal. It's exhausting the heat from the compressor out the window.

Hoses for proper connection should have been included with your purchase. Without the hoses the set-up can not be done satisfactory. One is for fresh air supply and the other is the hot air exit hose. These are normally vented out a window. Check with the dealer where you perchased the unit from. If from a private individual contact them.
