A neighbor has asked me to look at his computer problem. It has the 865M01-G-6LS Motherboard. On start-up, all that happens is that beeping noises come out of the speaker on the MB. Is this something obvious, or what might the problem be?

Unfortunately Foxcomm are no longer, but the beeps are a code pointing to the fault, but you will have to make note of the beep code sequence, then post back or search the net for the codes.
If you get constant beeping on one tone it's probably the processor.

From the time it start beep it means either your ram or video card is not good. My recommendation would be checking to connections of the ram and the any other card you have installed on the motherboards or simply just dis connect them wait a couple seconds and connect them back properly and firmly.
When your computer emits beeps when you power on the computer, it's usually means that you have a memory issue. Try re-seating the memory modules and power on the computer. If you have more the one module, insert one at a time and power on the computer. The other issue is if that model supports 4 gig memory.

Try reseating the RAM, if this does not work then remove the RAM module and take it to your friendly computer repair shop and get them to test the RAM for you.
remove the RAM chip and start the computer without the ram chip inserted and see if you get beeps if yes the motherboard/bios is ok, even if you dont get to hear any beeps, try rubbing the edge of the ram which goes into the ram slot using a Eraser and then reinsert the same back in Ram slot and then see if you can at least get to bios and see if hard disk is detected as windows boots from hard disk if yes check if you can boot to windows if no may need to reinstall windows.please reply with results so that can help
The beep codes indicate there is a problem keeping it from starting. You code post the model, etc. of the computer, and the number of beeps, and if there are long or short beeps. Mostly these are memory and/or video. If you can, disconnect the hard drive, cd, and any extra cards (sound card, modem, network). Re-seat (remove and re-install) RAM and video card, then try it again. Re-post if you are still getting beep codes with # of beeps, etc.
Please provide the following details to analyze the issue better.
1. Do you hear any beeps when you start the computer? 2. If yes please describe the beeps in terms on count and time interval 3. Did it worked before? if yes what changed in the recent past?
I would somehow acquire another video card (ask a friend :)). Put that in and see if your computer boots up. If that still doesn't work its either the CPU, or the Motherboard.
I would take apart the heatsink, remove the CPU, reseat it and see if it works.
