Somthing is running in the background ... maybe spyware ... maybe just some application ... try shutting everything off manually in ur taskbar and then shutting down ..
or Else You can also right click the task bar and select "task manager" from there go to "user" and above that you find the shut down selection in one of the menus.

Press and hold down the power button until the computer shuts off. Then wait at least ten seconds and power it back on. While it is booting up and you see the Dell logo on the screen, press and hold the F8 button. When the next screen appears, you will see a list of options for how you would like to continue the boot up process. Highlight the option titled "last known good configuration" and press enter. Your computer will restart and load up with all of the settings previously used before it began giving you problems.
try this....
go to start | run | control
go to power options
on the advanced tab there will be a option called
"when i press the power button on my computer"
select the "shutdown" option
click apply and ok
then try shutdown your machine using the power button
Have you scanned your computer with any anti-virus software? I also suggest you do a chdsk for your hard drive. Feel free to visit digitalsupporttech for getting help.
