Are any of the keys stuck down?
Does it do this when you reboot the machine e.g. can you press F2 or Del to go into setup?
Also are you familiar with the 2nd function keys onthe laptop (usually defined in blue on the key) to access these you usually press a "Fn" button to activate the blue part. Maybe you activated a keyboard lock by accident. If you have the manual maybe check this or call dell support as previously mentioned.

Thanks kbdesign. I've tried rebooting, and also uninstalling the driver, letting Windows (XP) detect new hardware and reinstall the driver. No keys are stuck down. I can't hit F2 or Del to go into setup as the keys don't respond. How does one get into setup with no keyboard (not sure there will be anything in there to help anyway). I'm aware of the FN key, but there's no key combination that I know of to toggle a keyboard lock. I guess I'll try attaching an external keyboard when I get my hands on one with a usb connector.
I hit a combination of keys when the laptop slipped out of my hands. (it didn't drop). Whatevery combination it was turned my keyboard off.
