Your bike appears to use an adjustable stem, which allows rotation to change the height/reach. Although such stems are a fairly new feature, they have been successfully used for several years. Apparently the one spec'd for your bike is not very sturdy. See the posts below from two people who had a similar problem. I suggest you complain to Walmart and ask for a fixed position replacement or a partial refund so you can choose your own stem. Non-standard tube sizes drive me crazy. I did find that WalMart sells the tube on its website: Walmart 32 Bicycle Inner Tube
This is probably your best bet, as your local bike shop may not stock this tube size because LBS bikes typically stop at 29 inch.
I'd check the inside the rims, there must be something rubbing against the tube. There is a product bike shops sell that is basically a solid foam inner tube. Check out your local bike shop.
just go into any bicycle shop... i just got mine repaired today :-)
all bike shops have tubes the right size, they are pretty standard, failing that.. ebay have them . hope this helps.
