I have the same problem with my TC1100
I do not know if this will help your situation any or not. I just posted this in a seperate threadI purchased a used TC1000 for $35 (I just couldn't help myself, despite what the owner state was happening).
It would power on, but no Compaq POST.
Toshiba taught me a simple trick when I was having issues with my X205 gaming laptop. Basically, remove all power sources (including battery). Hold the power slider to the on position for 25 - 30 seconds. Then power back up. You have to discharge whatever electricity is in the board/ps otherwise I believe the MoBo senses additional charge/not enough charge and refuses to boot.
I did this and have had 25 successful boots in a row.
