The headlights, both in 'daylight' and 'night' modes will not turn on. At time I can get them to go on by repeatedly working the light stalk. Possibly fuses, wiring???? Thank you for your Help

IF you turn your headlights on then the assumption is that it is night time (or approaching it) and that it is DARK outside.
This means that the back light does not have to be as bright as it does during daylight in order that you can read the digits on the display
So what youre saying is the wipers work when the headlights are on but the wipers dont work when the headlights are off?
I would suspect the turn signal switch is bad. I believe the switch on your S-10 controls the wipers as well as switching from high beams to low beams. Since that switch is related to the control of both headlights and wipers.
Could also be the headlight switch. The wiring harness from the turn signal switch plugs into the headlights switch. I would replace the headlight switch first since you can get one for around $25. Turn signal switch costs $150-$200. Maybe a little more or less for your vehicle.
The daytime running lights go on during the day when in drive . Is the anything on the dashboard top covering the light sensor making it think its night
Have you verified both high beams are in working order? DRL's are very funny about not working if one of the lights is burned out. Rememeber that DRL's are only high beams using 20% of the power so just because your normal lights work, it does not mean the high beams are working correctly.
