If it is blowing an excessive amount of fuel while it is running then the cylinder has aprobably worn down and the tolerences are bigger than they should be therefore you are getting fuel back out the carb. If it is leaking while shut off then you have a needle not seating in the carb correctly
there is two ways to mount mufflers on small engines. one with two bolts through the muffler to the block or threaded to it. if you don't see bolt heads then you unscrew the whole muffler.
Back to basics, drain the fuel in the tank and refill with fresh, make sure the ignition switch is on, check for a spark at the plug, does the plug get wet after cranking engine, remove the muffler and check for any piston damage through the exhaust port, let us know your findings.
