Contact your reseller/vendor. They'll be able to reverse or cancel the charge. If they can't or won't, contact your bank.

when you go to shopping cart then pay now there is a page that lists all options for payment
find the paypal logo or section and click on that
that will take you to paypal and you make the arrangements on that page
when paypal makes the payment it will take you to the next page to complete the transaction

Which account?
Did you have a "positive" balance in your PayPal account?
If so, PayPal will refund your payment back to that account.

If you did not have a balance, PayPal charged your credit-card when you paid. PayPal will "reverse" the charge. Go online to your bank, and check "recent credit-card transactions", to see the original charge, and the "reversal".

if the freight charges are already on the item/s and are dropped off
(does'nt this mean the freight charges have to paid)
you could ask the specific website to send you an invoice which will include the freight charge so no errors can occur
if you have already done this open up a dispute with paypal itself and try to get some satisfaction
