Try using firefox or google chrome and check
Also on Internet explorer, disable the popup blocker and check( Tools - Popup Blocker - Disable)
Reset your IE and disable Popup blocker
Also its important that you upgrade to the later version of IE 9 if your are using an old version.

What can you fix it?
