The front wheel shaking if
The lock for the front wheel is a little plastic clip that should be just above the wheel itself if you push that down it should stop it from shaking

Our city elite double stroller
Hi there is a full top (seat) with covers but no frame on ebay. Which will be brilliant for you. It has 3 days left on the bidding. Baby jogger broken footrest

I just had this problem on my Baby Jogger City Versa. I had to get creative as both buttons were missing. On each side there will be two open slots. You can use a flat screwdriver on the side without a button and insert the screwdriver into a slot and push til you feel it go in, while pushing the button on the other side. You will probably need someone to adjust the footrest while you hold both sides in. It's a pain but it will allow you to get it in the position you want. I'm looking into whether I can get replacement buttons but haven't found anything yet :( Hope this helps!
