If the notebook has been almecenated with battery's in place, check battery holders for sulphite (Light blue dust-like substance) in the connection points.
Using a sand paper, remove this substance. DO NOT ALLOW IT TO GET INTO YOUR MOUTH. That should work, but if the sulfite extended to the inside of the unit, then you may have to dismantle, clean and reassembly the notebook.

Compaq armada 7400 does not turn on
Please turn off the Computer and disconnect the AC Adaptor then remove the Battery. Next, try cleaning the metal contacts on the Battery and reseating the RAM modules. Then, connect only AC Adaptor to the Computer and try to turn it ON without the Battery. If the Computer doesn't turn ON then disconnect the AC Adaptor and insert the Battery then try turning ON the Computer. If the issue persists even after performing all the above steps then service will be required.
Wireless card for compaq armando 7400 laptop
Any wireless card (PCMCIA slot or USB) will do provided a Windows 2000 driver is available for it. Unlike Windows XP and Vista where a built in wireless manager for the OS can be used, you must use the wireless manager that comes with the driver cd for your card. As for wireless type, Get either WIreless G or N. You can use Wireless B, but you get better range and throughput with G or N.
Blink screen
do the lights on the laptop come on (does it have power?)
if they do connect the laptop to an external monitor if you get a normal display thats good its sending a signal
try pressing FN + F4 it should toggle between normal and external display modes...
if that doesnt work you may have a problem with the motherboard.. either an unseated cable or short circuit...

Connecting to tv with s cable
Some laptops have a "Fn" button (function) which basically acts like another alt key. On my dell laptop, it's blue, and all blue icons on the keys represent something that happens when I press the "Fn" button with that key. For instance there's a little picture of a monitor on the F5 key, and when I press Fn + F5 it automatically searches for a plugged in monitor (or TV). See if your laptop has a similar function. Maybe look in the manual?
The second solution I have for you, is (for windows xp) right click on desktop, go to properties, then go to the settings tab. See if there are two monitors, if there are choose the TV (probably the one that's not selected) and choose "use this as my default monitor" or "extend my windows desktop to this monitor" if you want to also use your laptop monitor at the same time.
If none of those worked, make sure your TV is set to the right input. (some newer TVs have 8 or more inputs, so try cycling through them all).
If all else fails, it could be that your s-video card needs drivers. If this is the case let me know and I'll see if I can help you out.
Not working
Did your problems begin after the docking station was burned out, or did it work for a while afterward?
It certainly sounds like your motherboard's power array is damaged. Please write back with more specifics about when the problem began.
