OK ..First of all it is important if the hdd is seen by the computer and the icon appears into the my computer folder...if it does..but the formatting action is not completing ..you have to check first ..not to have write protected files on it ..(in this case the message will be .."windows could not format this drive ...check ....")The action to do is to start delete the files one by one ...and see which one refuse to support the action ...For the files that don't want to delete ..click right on them and check properties...and if you find any ..with the case ticked for ...read only ...remove the ticked sign ...and try to delete again ..
there is another issue ..it can be ...if you used it to back up system files...you need a program that will delete those files on boot..cause they are write protected..and can not be removed..
This is the program ..
http://www.softpedia.com/get/System/Boot-Manager-Disk/MoveOnBoot.shtmljust install it ..than open to the file it refuse to be deleted..,right click on it ..and choose delete on the next boot from the list ..Confirm the action and reboot..
The 3rd issue may be the actual hdd properties to be set on the read only ..so ..right click on the hdd icon ..and properties..and remove the mark on teh case that say read only ..and try to format it again after restart ..
Or .. take a look at the hdd and see if it has some kinda lock button ..like some memory cards have ..if it is in the locked position this will be the case...
If the hdd is seen in the my computer ..but when you try to open it ..is says it need to be formatted before usage ...but nothing else indicates the read only ..or the properties are not available ..it means that the firmware on it is somehow corrupted..and you need to reinstall it ..
there is another case...if it is new ..or maybe the partition is not recognized..or it is the factory one ....
The external hard drive should be recognized and ready for use.
Occasionally, the factory partition may not be recognized in Windows. If
that is the case, you will need to partition and format the external
hard drive. To do so, follow the steps below:
Click Start and select Programs./ accessories /command prompt.(or MS DOS Prompt ) The MS DOS screen appears.
From the command prompt, type FDISK and press ENTER.
Answer Yes when asked to Enable Large Disk Support.
The
Microsoft Fixed Disk Utility will open. Choose 5 Change current fixed
disk drive. If you do not see 5 options, your external drive is not
being properly detected. Check your cable connections and verify that
the power is on.
Select the external hard drive from the list. Your main internal drive will be Disk 1.
If
you have only one drive in your system, then drive 2 will be the
external drive. If you have multiple drives, make sure the drive you
select is your external drive. After selecting your Western Digital
external drive from the list, press ENTER to proceed.
WARNING: FAILING TO SELECT THE CORRECT DRIVE MAY CAUSE PERMANENT LOSS OF DATA ON YOUR OTHER HARD DRIVE(S)!
From the FDISK main menu, select 1 Create DOS partition or Logical DOS drive.
Three menu items now appear. Choose number 1 (Create Primary DOS Partition), then press ENTER.
When prompted with Do you wish to use the maximum available size for the Primary DOS partition?, answer Yes.
To complete partitioning, press the ESC button twice. You will see a message that you must restart your computer.
Hit the ESC button once more to exit the FDISK program.
At the MS DOS command prompt, type EXIT to close the MS DOS Prompt window.
Click
on the Windows Unplug or Eject Hardware icon in the system tray and
select the Western Digital external drive from the list and click Stop.
Unplug the data cable from your computer and reboot.
Reconnect the data cable once the computer has fully booted up.
After plugging the drive back in, double-click the My Computer icon. You should have a new drive icon for the external drive.
Right-click on the drive icon and select Format.
Another way ...is to get to control panel ...and switch to category view ..administrative tools /
computer management / disk management...(or removable storage if it is the case..) ..and format it her e..in Fat32 ..or NTFS
