If its Sony WM-FX290 then check Hold slide switch, it is located next to Headphone jack, turn it Off to playback tape or listen radio sound.

Tape speed distorts and slows
motor belts are cheap. try replacing the belt that drives the wheel. this become distorted specially when the unit has not been use for quit long time. if you think its not about belt, clean up the rubber that touches the tape when played, also the tape head with 70% alcohol. hope this help.

Of course, I have to start with the obvious. Try changing batteries and headset and see how that helps.
I would get some cleaning solution called deoxit, and clean the battery leads. Also coat the headphone jack with it and put the jack into the player. Recoat and try again. Twist the jack around, it should help distribute the solution.
If the static is caused by a poor connection, that should clear it up.
