Where did you get them? If you can send them back to where you bought them for a return, that would work best. If you can't, then you would need to sell them to a friend or on another website.

You can try Fiebing's product called 911 to remove this. Other suede cleaners may take it out as well, but the one I mentioned has the ability to dissolve organics better than any other product I know. The longer you delay, the more it sets in.

Those wires in the shoe are actually delicate and subject to damage from constant vibration. Depending on the shoe, the lights and wires, batteries may be in the sole. If that is the case you can pull the liner out and check to see if you can access the electronics. It may be sealed though.
I am not sure if there is a repair shop in Manhattan for this, but I would bet that there is. If you look in the yellow pages and then visit some shoe stores to see the work they do, you will find out if there is someone who can help you.
